Yes, Image2PDF is completely free to use. There are no hidden fees, premium tiers, subscription plans, or per-conversion charges. You can convert as many images as you want, as often as you want. The service is supported by advertisements displayed on the site, which allows us to keep the tool free for everyone.

No. Image2PDF does not require registration, sign-ups, email addresses, or any personal information. Simply visit the site and start converting. There is no account system, which means there are no passwords to remember and no personal data stored on our end.

Privacy and Security

No. All image processing happens entirely within your web browser using JavaScript. Your images are read from your device, processed locally, and the resulting PDF is created in your browser's memory. At no point are your files transmitted over the internet. You can verify this yourself by opening your browser's developer tools (F12), going to the Network tab, and watching for upload requests during a conversion. You will see none.

Yes. Because Image2PDF processes everything locally on your device, it is suitable for converting sensitive or confidential images. This includes medical records, financial statements, tax documents, legal paperwork, personal identification, and any other materials you would not want to upload to a third-party server. Your data stays on your device the entire time.

The core image-to-PDF converter tool does not use any cookies. However, the advertisements displayed on the site are served by Google AdSense, which may use cookies to deliver personalized ads based on your browsing activity. Supported Formats and Limits

Image2PDF supports the following image formats:

  • JPG / JPEG: The most common photograph format, using lossy compression.
  • PNG: A lossless format ideal for screenshots, diagrams, and graphics with transparency.
  • WEBP: A modern format by Google that offers excellent compression for both photos and graphics.
  • BMP: An uncompressed bitmap format that preserves exact pixel data.
  • JFIF: A JPEG variation commonly found in older systems and certain camera software.

You can select and convert up to 20 images in a single batch. Each individual image can be up to 35 MB in size, and the combined total of all selected images must not exceed 200 MB. These limits ensure reliable performance across a wide range of devices, including phones and tablets with limited memory.

HEIC (High Efficiency Image Container) is the default photo format on iPhones, but most web browsers do not natively support decoding HEIC files. As a result, Image2PDF cannot directly convert HEIC images. To work around this, you can export your iPhone photos as JPG or PNG before converting them. In the iOS Photos app, you can change the format in Settings > Camera > Formats > Most Compatible, or share/export individual photos as JPEG.

Image2PDF offers three page size options:

  • Match Image: The PDF page dimensions match the exact pixel dimensions of each image. This is the default and preserves the original aspect ratio without any cropping or white space.
  • US Letter: Standard North American paper size (8.5 x 11 inches / 215.9 x 279.4 mm). Best for documents intended to be printed in the United States or Canada.
  • A4: International standard paper size (210 x 297 mm). Best for documents intended for printing in Europe, Asia, and most other regions.

Features and Troubleshooting

Yes. After selecting your images, each one appears as a card with a thumbnail preview. You can drag and drop these cards to rearrange them in any order you like. The final PDF will follow the exact order you set. This is useful for arranging scanned document pages, photo albums, or presentation slides in the correct sequence.

Yes. Image2PDF includes a built-in PDF Merger feature located below the main image converter on the homepage. To use it, select your first PDF file, then your second PDF file, and click the "Merge PDFs" button. The merged document will be downloaded to your device. Like the image converter, the PDF merger processes everything locally in your browser.

Fill scales the image so that it completely covers the PDF page. If the image aspect ratio does not match the page aspect ratio, parts of the image will be cropped at the edges. This is ideal when you want full-bleed images with no white space, such as photo prints.

Fit scales the image so that the entire image is visible on the page. If the aspect ratios do not match, there may be white space (margins) on the sides or top and bottom. This is ideal when you need to see every part of the image, such as for document scans or diagrams.

The size of the output PDF depends primarily on the resolution and format of your source images. High-resolution photographs taken with modern cameras can be 5-15 MB each, and since each image is embedded in the PDF, the final file size will be roughly the sum of all image sizes. To reduce PDF file size, you can:

  • Resize images to a lower resolution before converting (e.g., 1920x1080 instead of 4000x3000)
  • Use JPG format with moderate compression quality instead of PNG or BMP
  • Convert fewer images per PDF document

If the converter is not responding or producing errors, try these troubleshooting steps:

  1. Refresh the page: A simple reload often resolves temporary issues.
  2. Clear your browser cache: Cached files can sometimes cause conflicts.
  3. Try a different browser: Image2PDF works best in Chrome, Firefox, Edge, and Safari. Older browsers or those with JavaScript disabled may not work properly.
  4. Check your files: Make sure your images are in a supported format (JPG, JPEG, PNG, WEBP, BMP, or JFIF) and within the size limits (35 MB per file, 200 MB total).
  5. Check available memory: Very large images or many images at once can use significant memory. Close other tabs and try again.
