Privacy Policy

Short version: The image converter and the PDF merger process your files inside your browser. The site's code never uploads them, so we do not receive, store or see them. The site does use third-party services for hosting, analytics and advertising, and those services receive some information about your visit. This page explains what each one receives and how to opt out of personalized ads.
Who we are
Image2PDF (image2pdf.dev) is built and run by Josh, an independent developer. In this policy, "we", "us" and "our" mean Josh as the operator of the site. For any privacy question or request, email [email protected].
Your files
- Images you add to the converter and PDFs you add to the merger are read and processed by JavaScript running in your browser tab. The site's code does not upload them to any server.
- We do not store your files and cannot see them. The PDFs you create are generated in your browser and saved directly to your device.
- Files you select are held only in the tab's memory and are gone when you close or reload the tab.
- None of the third-party services described below receive your files.
Information collected when you visit
Loading a web page sends some technical information to the servers that deliver it. For this site, that means:
- Hosting and security (Cloudflare): The site is hosted on Cloudflare Pages. To deliver pages and protect the site from abuse, Cloudflare processes request data such as your IP address, browser user agent, the URL requested and the referring page. Your browser may also send network error reports to Cloudflare when a page fails to load correctly.
- Analytics (Cloudflare Web Analytics): Cloudflare adds a small analytics script to the site's pages. It does not use cookies. It counts page views and records the referring site, browser, country and page performance timings, which we see as totals rather than as records of individual visitors. - PDF library (cdnjs / jsDelivr): The converter and merger use pdf-lib, an open-source library that your browser downloads from cdnjs or, if that fails, from jsDelivr. Like any file download, these services receive your IP address and browser information. They never receive your files.
- Advertising (Google AdSense): Described in the next section.
- Email: If you email us, we receive your email address, your message and anything you attach. We use this only to reply to you and to deal with the problem or question you raised, and keep it only as long as needed to handle your message.
The site has no accounts, sign-up or login, and no forms that send information to us.
Advertising and cookies
The site shows ads served by Google AdSense. The converter and merger do not need cookies to work; the cookies and similar technologies described here are used by Google and its advertising partners.
- Third-party vendors, including Google, use cookies to serve ads based on a user's prior visits to this website or other websites.
- Google's use of advertising cookies enables it and its partners to serve ads to users based on their visit to this site and/or other sites on the Internet.
- Google and its partners may place and read cookies in your browser, use web beacons or similar technologies, and receive your IP address and other identifiers when ads are requested and shown.
- Other third-party vendors and ad networks may also serve ads on this site through Google.

Opting out of personalized ads
- Turn off personalized ads from Google in Google Ads Settings.
- Opt out of personalized ads from participating third-party vendors at optout.aboutads.info or youradchoices.com (United States), or at youronlinechoices.eu (Europe).
- You can also block or delete cookies in your browser settings.
Opting out does not remove ads. You will still see them, but they will not be personalized based on your browsing.
If you visit from the European Economic Area, the United Kingdom or Switzerland, Google shows a consent message where you can accept or reject advertising cookies, or choose which vendors may use them. Your choice is stored in your browser. To change it later, delete this site's cookies in your browser settings and reload the page; the message will appear again.
US state privacy rights
We do not sell personal information for money. However, some US state privacy laws, including California's, treat allowing advertising partners to collect cookie and device data for personalized ads as a "sale" or "sharing" of personal information. You can opt out of this using Google Ads Settings and the industry opt-out pages listed above.
Legal bases for processing (EEA and UK)
- Hosting, security and analytics: our legitimate interests in delivering the site, keeping it secure and understanding how much it is used.
- Advertising cookies: your consent, given or refused through Google's consent message.
- Email: our legitimate interest in answering messages you send us.
International transfers
Google and Cloudflare operate worldwide and may process the information described above in the United States and other countries, whose data-protection laws may differ from those where you live. Their privacy policies describe how they protect these transfers.
Your rights
Depending on where you live, you may have the right to access, correct or delete personal data we hold about you, to object to how it is used, to withdraw consent at any time, and to complain to your local data-protection authority. Because the site has no accounts, the main personal data we hold is email you have sent us. To make a request, email [email protected]. For advertising data held by Google and its partners, use the opt-out options above or contact those companies directly.
Children's privacy
Image2PDF is a general-audience tool and is not directed to children under 13. We do not knowingly collect personal information from children under 13. If you believe a child has sent us personal information, email us and we will delete it.
Changes to this policy
If the site's data practices change, for example when a third-party service is added or removed, this page will be updated and the "Last updated" date at the top will change.
