Terms of Service
Last updated: September 18, 2026
These terms apply to your use of Image2PDF at image2pdf.dev, including the image to PDF converter and the PDF merger (together, "the service"). The service is provided by Josh, an independent developer ("we", "us"). By using the service, you agree to these terms. If you do not agree, please do not use it.
The service
- The image converter turns JPG/JPEG, JFIF, PNG, WEBP and BMP images into PDF files. The PDF merger combines two PDF files into one.
- Both tools run in your browser. Your files are processed on your device and are not uploaded by the site's code; the Privacy Policy explains this in detail.
- The service is free to use for personal or business purposes. There is no account or sign-up.
- We may change, suspend or discontinue any part of the service at any time without notice.
Your files and your responsibilities
- You are responsible for the files you convert or merge, and for making sure you have the right to use them, for example because you created them or have permission from whoever owns them.
- Check the PDFs you create before relying on them. Some settings change the result: the default "Fill" scale crops any part of an image that does not fit the page, and the merger may not carry over bookmarks or fillable form fields.
- Keep your original files. The service does not store anything, so we cannot recover files or PDFs for you.
Acceptable use
You agree not to:
- attack, overload or disrupt the site, for example with automated floods of requests, or try to get around its security;
- use the service to create, process or distribute unlawful content, or content that infringes someone else's rights;
- use the service in any way that breaks the laws that apply to you.
Advertising
The site shows ads served by Google AdSense. Ads are chosen and served by Google and its partners, not by us, and an ad appearing on the site is not an endorsement. Ads may be personalized using cookies; the Privacy Policy explains how this works and how to opt out.
Privacy
Your use of the service is also covered by our Privacy Policy, which describes what information is collected when you visit, by whom, and the choices you have.
Intellectual property
- The site's code, design, text, and the Image2PDF name and logo belong to the operator. You may not copy, modify or redistribute them without prior written permission.
- You keep all rights to your files and to the PDFs you create with the service. We claim no ownership of them and never receive a copy.
- The converter and merger use pdf-lib, an open-source library distributed under its own MIT license. Nothing in these terms limits the rights that license gives you.
Disclaimer of warranties
The service is provided free of charge, "as is" and "as available", without warranties of any kind, either express or implied, including but not limited to implied warranties of merchantability, fitness for a particular purpose, and non-infringement.
We do not warrant that the service will be uninterrupted, error-free, or completely secure, or that the PDFs it produces will be suitable for any particular purpose. You use the service at your own risk.
Limitation of liability
To the maximum extent permitted by applicable law, we shall not be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to loss of data, loss of profits, or business interruption, arising from your use or inability to use the service.
Our total liability for any claim arising from the service shall not exceed the amount you have paid us (if any) for the use of the service.
Some places do not allow certain warranties to be excluded or liability to be limited, so parts of this section and the previous one may not apply to you.
Indemnification
You agree to indemnify and hold us harmless from any claims, damages, losses, or expenses arising from your use of the service or your violation of these terms.
Changes to these terms
We may update these terms, for example when the service changes. The "Last updated" date at the top shows when they last changed. If you keep using the service after an update, the updated terms apply.
If any part of these terms is found to be unenforceable, the rest of the terms remain in effect.
